It is now possible for developers to insure themselves against losses resulting from an unexpected archaeological discovery after development has actually commenced.  This form of insurance is recommended by current government planning guidelines (Planning Policy Guide 16: Archaeology and Development). We at Brigantia have helped to develop the Unexpected Archaeological Discovery policy, and act as archaeological advisors to the insurers.
